Shane is the managing partner of the firm with diverse civil/structural experience in both the private and public sectors. He founded the firm in 2015 with an emphasis on ensuring client satisfaction and providing true consulting services to the benefit of the firm’s clients. Shane received his Bachelor of Science Degree in Civil Engineering from Texas A&M University and later acquired his Master of Business Administration from the University of Texas at Tyler. Shane has over 27 years of experience in both civil and structural engineering projects for his private and public clients with professional licenses in Alabama, Arkansas, Florida, Kansas, Louisiana, Mississippi, Missouri, New Mexico, North Carolina, Oklahoma, Tennessee, Texas and Wyoming.

Henry Schwartz joined HTC in 2025 to expand our services to include professional land surveying. Henry Schwartz is a licensed professional land surveyor in Louisiana with over 27 years of various experience in both public sector and private projects. He graduated from Nicholls State University in 1997 with a Bachelor in Science degree in Civil Engineering Technology. His private experience includes projects of all sizes in the commercial, industrial, and residential markets throughout the Gulf Coast.  He has worked on various large scale master planned projects that involved public infrastructure design including roadway, sanitary sewer, water, drainage, floodplain, and utility design.  He is well versed in the latest 3D software technology for drainage, earthwork, and floodplain analysis. Henry continues to provide meaningful value to HTC clients and projects through reliable and collaborative project delivery.

Scott joined HTC in 2018 as a partner with nearly a decade of experience working as an engineering consultant managing commercial, residential, and light industrial projects for national, regional, and local clients. His wide range of knowledge and experience managing projects from the early conceptual planning stage through technical design and permitting support have led to many successful projects and satisfied clients. He also has a wealth of experience designing public civil infrastructure for developments, and government agencies, as well as permitting expertise through various governing agencies. Scott is a 2008 Graduate of Louisiana State University with a Bachelor of Science in Civil Engineering. He is a licensed professional in the state of Louisiana.

Richard “Ricky” Galloway, P.E. joined the High Tide team in 2020 to drive the establishment and growth of our Northshore area office. Ricky is a native and resident of St. Tammany Parish with over 30 years of professional experience in the land development and public works markets. Ricky graduated from Louisiana State University in 1994 with a Bachelor of Science degree in civil engineering. He is a licensed professional engineer in Louisiana and seven other states and is a member of ASCE, LES, ACEC, Urban Land Institute, and the St. Tammany Chamber. His land development project experience includes commercial, residential subdivisions, multi-family, industrial/distribution and mixed-use developments ranging in size from one-half acre to 1,000+ acres. Experience includes all aspects of site design including conceptual planning, due diligence, site pavement, drainage, utilities, green infrastructure, permitting, entitlements and construction administration. His land development clients have included local developers, regional companies and national corporations including several Fortune 500 companies. 

In the public works market, Ricky has vast experience in the design and construction of a wide array of infrastructure projects including hydrology and hydraulics, roadway, stormwater management, floodplain analysis, flood control structures, water and sewer systems, sewer lift stations, bridges, bulkheads, and regulatory permitting. Recent public works clients include St Tammany Parish, all major municipal entities in the parish, as well as municipalities in surrounding areas. Ricky has demonstrated keen leadership throughout his career. He is an adept team player and has a history of shepherding colleagues to complete projects in a timely and successful manner His achievement stems from his ability to orchestrate collaboration under a variety of circumstances.
